Following a motion by Rijpstra (TK 19.637, nr. 339), the Ministry of Justice organised an expert meeting on 18 May 1999 in The Hague entitled 'Expert meeting on “pull factors” in asylum seekers’ choice of the Netherlands as country of destination'. This meeting focused on the question of which so-called “pull factors” determine the choice of migrating asylum seekers to opt for the Netherlands as their country of destination. The outcome of the meeting was that in view of the large differences in registration, and differences in the options to (legally) stay in a country, it is not really possible to compare the inflow of asylum seekers in the various European countries. Nevertheless, it seems as if the Netherlands has a relatively large share in the inflow. In the further consideration of the “pull factors” on this inflow a distinction must be made between asylum seekers travelling alone, people smuggled into the country and unaccompanied minor asylum seekers.
