Electronic monitoring in the Netherlands

Results of the experiment

Summary

This report comprises an overview of the key results for the experiment with electronic monitoring that was first started in the summer of 1995 in the north of the country. Based on the data provided by the probation and after-care services, the prison system and the Public Prosecution Service, it describes who is recommended for electronic monitoring and who is then actually assigned to be monitored. Attention is devoted to the content, progress and outcome of electronic monitoring  process and to the question of how much detention is replaced by electronic monitoring. Interviews with the people who have been electronically monitored and their housemates reveal how these 'consumers' have experienced this form of monitoring.
