Summary

The new Notaries Act was introduced in 1999. One of the objectives of this act was that a free market would result in a better quality of notarial services. Since the beginning, however, a discussion has been going on about the erosion of quality due to the influence of the free market. This research has the objective to gain insight into: (1) the market developments within the notarial profession, (2) the development of quality of the notarial services, (3) the link between the free market and drop in demand and the quality of the notarial services.
