The main issue that the study attempted to address was as follows: What is the nature, seriousness and scope of organised crime on the Leeward Islands that form part of the Netherlands Antilles and on St. Maarten in particular and to what extent are the relevant (law enforcement) bodies equipped to combat this form of crime effectively?
