The National Drug Monitor (NDM), which has been drawn up since 1999 by the Netherlands Institute of Mental Health and Addiction [Trimbos-instituut] in collaboration with the WODC, is a descriptive report that provides an overview of substance use (drugs, alcohol and tobacco) and, since 2002, of recorded drug-related crime and the criminal law response to this. Current developments with regard to Dutch drugs policy in 2005 are described in a separate report, which was also drawn up by the Institute of Mental Health and Addiction/NDM Agency in collaboration with the WODC. This report was submitted to the European Monitoring Centre for Drugs & Drug Addiction (EMCDDA) under the title: The Netherlands report on the drug situation 2005.
