Room-sharing in juvenile correctional institutions

Summary

In the spring of 2005 a pilot was launched on room-sharing in three juvenile correctional institutions in the Netherlands. The aim was to realize savings by increasing the size of the groups while maintaining the same level of staff. This report summarises the research conducted by NIZW Youth on the pilot. Two crucial questions were addressed: How would the introduction of room-sharing in juvenile correctional institutions affect the health and safety of the inmates staff? Under what conditions could room-sharing be introduced to ensure the health and safety of the staff and inmates and how would it cut costs and increase capacity?
