Evaluation of the Long-stay Forensic Care policy framework

Evaluation of the Long-stay Forensic Care policy framework

(full text available only in Dutch)

Summary

Detention under a hospital order (in Dutch abbreviated as 'TBS') occupies a special place in Dutch criminal law. Individuals placed under 'TBS' are given treatment for their disorder in a Forensic Psychiatric Centre with the aim of enabling them to return to society. However, there is a small group of TBS patients for whom it is not possible to reduce the risk of recidivism to an acceptable level, despite lengthy treatment. This group of patients is placed in a so called Long-Stay facility. The provision of Long Stay facilities and the long-stay status have been established in a policy framework. A new Long-Stay Forensic Care policy framework came into effect in 2009, which is evaluated in this study.
