Influence on local government intervention by the fear for reactions of citizens

Summary

In what way is local government intervention affected by (the fear for reactions of) citizens accepting risks to a lesser extent than before? In answering this question, this research is limited to the use of administrative sanctions in the enforcement of laws and rules by Dutch municipalities. The research focuses on one specific part, the threat to apply administrative sanctions.
