Summary

The Halt programme is an youth diversion programme the objective of which is to appropriately sanction young people under 18 years without this resulting in them having a criminal record. As a result of an effect evaluation in 2006 the programme, which was developed in the 1980s, was renewed over subsequent years. The following has been examined in the present study: How does the Halt programme work and how can the Halt programme be improved?
