Criminalising ‘defamation of religion or belief’

The possibilities for amending the law on hate speech in the Dutch Criminal Code to criminalise defamation of religion or belief, also in view of international legal obligations (full text only available in Dutch)

Summary

The research question (that was derived from the motion), is as follows:
Can a possible amendment of article 137c-137e Criminal Code (CC) be useful to accomplish that these provisions provide adequate protection against ‘defamation of citizens – that is experienced as very serious – by defaming their belief’? Can this be achieved without unduly restricting freedom of expression?
