    This is a theme on the site of the Ministry of justice. The objective of the Jeugd terecht Programme is to prevent first-time offending and to reduce recidivism. Customisation, effectiveness and chain cooperation are priorities in this respect.

  • HALT-procedure and STOP-reaction

    This site contains information on the Halt-procedure (for juveniles aged 12 to 18 years), the STOP-reaction (for children up to 12 years), the organisation of Halt Nederland and the Halt-bureaus. In The Netherlands a special justice system has been established for juveniles, recognising the special vulnerability of children and based on notions of education, reform and reintegration. Restorative elements are present in all levels of the Dutch juvenile justice system. Even though the Halt-procedure is included in the Dutch penal code, it can be regarded as an alternative to the formal justice system because charges are officially dropped after a successful Halt-procedure.
